That’s former president Fuad Chehab (died 1973) up for reelection in the upcoming presidential race, according to these posters in Hamra.  
I asked the opinion of an elder lady walking by who appeared to be in her 70s with puffy frosted blonde hair: “It’s a beautiful idea,” she said smiling. 
I asked a rumpled taxi driver in his 50’s: “A president like him or Emile Lahoud will never come again,” he said, resignedly.  
Lahoud (who left office in 2007 after a controversial term extension) and Chehab were both army generals. Many Lebanese are disenchanted about the current candidates for president, with both front runners having served as warlords responsible for the deaths of thousands during one of the bloodiest chapters of the civil war.
